Post-registration, RTOs are tasked with many responsibilities including annual declarations, AVETMISS reporting, and marketing compliance, and validation is often the most challenging.
Though we've written extensively on validation, let's clarify it again. ASQA describes it as a quality assessment review.
Put simply, validation checks which parts of an RTO's assessment process are accurate and spots areas for enhancement. A proper understanding of its main elements can make validation less daunting.
The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.
We are required by the standards to carry out two types of validation.
The primary validation type ensures compliance with the training package requirements for your RTO's assessments.
The second validation type ensures that assessments adhere to the principles of assessment and rules of evidence.

As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.
Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

Steps to Perform Assessment Tool Validation
Understanding the two types of validation allows us to delve into the specifics of assessment tool validation.
Timing for Conducting Assessment Tool Validation
Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are included in your assessment tools.
This implies that any time you get new learning resources, assessment tool validation must be done before they are used by students.
There's no requirement to wait for the next validation schedule in your 5-year cycle. Validate new resources promptly to ensure they’re appropriate for students.
However, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- you update your resources
- your new training products get added on scope
- review your course against training product updates
- you identify your learning resources as a risk during your risk assessment
ASQA's risk-based regulation approach requires RTOs to conduct regular risk assessments. Therefore, complaints from students about learning resources are a perfect time for assessment tool validation.

Bear in mind, this validation aims to ensure compliance of all learning resources before use. All RTOs are required to validate all unit resources.

Educational Resources
Given that you are conducting assessment tool validation, you will need the full array of your learning resources:
Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.
Learner/student workbook – during validation, check if it's suitable as an assessment tool. Ensure instructions are clear and answer fields are sufficient. This is a common gap.
Assessor guide/marking guide – ensure that instructions for assessors are sufficient and clear benchmarks for each assessment item exist. Clear benchmarks are essential for reliable assessment outcomes.
Other related resources – might include checklists, registers, and templates created apart from the workbook and marking guide. Validate them to ensure they fit the assessment task and address unit requirements.
Panel for Validation
Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.
Together, your validation panel should possess:
Vocational competencies and current industry skills relevant to the unit being validated
Current knowledge and skills in vocational teaching and learning
One of these training and assessment qualifications:
TAE40116 Certificate IV in Training and Assessment or an equivalent successor
Validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

Basic Principles of Assessment
Fairness – Does the assessment process ensure equal opportunity and access for everyone?
Flexibility – Are various options provided in the assessment to demonstrate competence based on different needs and preferences?
Validity – Does the assessment test what it is meant to test? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?
Essential Rules of Evidence
Validity – Does the evidence confirm that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is the evidence enough to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool confirm that the work is the candidate’s own?
Currency – Are the assessment tools based on current units of competency and up-to-date industry practices?
Even though these are frequently addressed in VET professional development and nationally recognised training, a lot of tools still fail to meet these requirements.
To prevent using learning resources that fail to address some unit requirements, ensure you follow these guidelines:
Live Up to Your Words
Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:
diaper change
prepare bottles, feed babies from bottles, and clean equipment
solid food prep and feeding infants
respond suitably to infant signs and cues
prepare and settle infants for rest
monitor and promote age-appropriate physical exploration and gross motor skills
Having students explain the process of nappy changing for babies under 12 months doesn’t meet the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.
Plurals Matter!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All Requirements or Not Competent
Mind the lists. Again, if students perform just half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Every assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on student competence. Thus, ensure your instructions are not confusing for students or assessors. For example:
What kind of information can be included in a work package?

Answers might include:
Obligatory resources
Pertinent costs
Length of activities
Specified roles and responsibilities
When website an assessment item calls for multiple answers, indicate the number of answers a student needs to provide. This way, your assessment is reliable, and the evidence gathered is valid.
This applies equally to assessment items with double-barrelled questions or questions that require more than one answer at the same time. These can confuse students and assessors, as illustrated in the example below:
Identify a hazard and/or environmental issue in the work area and select the most effective hazard control hierarchy.
Answers may include, but are not limited to:
Weather conditions – isolating the work area, engineering, personal protective equipment
Work area and ground conditions – elimination, isolation, use of engineering controls

Avoiding double-barrelled questions simplifies responses for students and allows assessors to accurately judge student competence.
Given these requirements, you might wonder, “Don’t learning resource developers offer audit guarantees?” But these guarantees require waiting for an audit before rectifying noncompliance. This impacts your compliance history, so it’s better to take a safe and compliant route.
